Bharat New Car Assessment Program: The government has notified the draft of BNCAP (Bharat New Car Assessment Program), through which safety rating of vehicles will be given on the basis of crash test. The aim of the government is to implement it from October 1, 2023. According to the notification draft, BNCAP will apply to vehicles whose gross weight is less than 3.5 tonnes. whether they are imported or manufactured. This notification has been prepared by the Ministry of Road Transport and Highways.
The ministry had sought opinion on this within 30 days of issuing the notification. After 30 days, the rules given in the draft will be considered, which was June 28, 2023.
Under BNCAP, both the vehicle manufacturer and the importer will have to submit Form 70-A to the government-set up body, according to which the agency will assign star ratings to these vehicles as per the Automotive Industry Standard (AIS)-197. The vehicle used in this test and the expenses incurred in this test will be borne by the vehicle manufacturer and importer.
According to Rule 126 of the Motor Vehicle Act 1989, the organization created by the government can choose any agency and refer it for the assessment of the vehicle. Where the vehicle importing company or vehicle manufacturer can send their selected vehicles to the testing agency. After which the testing agency will assess the vehicle as per AIS-197 and send its report to the apex body as per Form 70-B of the draft notification. After which the rating given to the vehicle will be uploaded on the portal of the organization of Government of India. Although BNCAP will be a voluntary program.
